Seoul Metropolitan City is holding ‘Young Architects’ Competition 2016: Parking Lot Cultural Space Creation’ to provide design participation chance for domestic and international young architects to promote architecture service industry and discover and nurture outstanding designers. This competition newly interprets definition and function of neglected urban infrastructure in the city due to city expansion, and tries to discover the first case which prepares creative utilization method.

SITE

Project site is Jeungneung-dong city bus public parking facility which was perceived as unpleasant facility and participant should propose an idea which refurbish existing parking facility into facility harmonize with natural environment and reborn as new civic cultural space combining with community programs. Currently, Jeongneung 4-dong public parking facility, located in between Jeongnung-dong valley and Jeongnuengchoen (stream), ruins regional view and various civil complaints were filed for noise and exhaust fumes for a long time.

Design review will be proceeded in 2 steps without separate competition boards but only with proposals to judge architect’s design response capability with innovative application plan as this competition is targeting young architects. The 1st design review is document review and the 2nd design review is presentation review. For active participation of rising architect, 7 projects will be selected on the 1st review and designer’s response capability of those selected 7 projects will be evaluated through the presentation review.

Function of Urban Infrastructure
Due to rapid urbanization and population growth in 1970-1990, infrastructure expansion oriented developments were pursued in order to maintain citizen’s life and function. Infrastructure naturally takes place in the city according to recent change and expansion of city organization. However, as sustainability and environment-friendly issues raised original purpose and function of infrastructure has ostracized by people and considered as unwanted public facilities. This shows the necessity of changing its function from simple physical function to restoring the region.

Urban Possibility
Among city infrastructures, there are approximately 33 public parking facilities in Seoul. It could be divided into two types: parking facility near mountain and parking facility on flatland. The scale of parking facility near mountain is small and it is located at the very end of the road. The scale of parking facility located on flatland is relatively large and located adjacent to major arterial roads of the city.
Jeongneung-dong bus public parking facility is located near mountain area and adjacent to dead-end of road. This reveals typical characteristics of residential area near city boundary. Dead-end of the road is commercially vitalized as it is the starting point of hiking trail, but it is inevitable for being vulnerable compare to city center as it is geographically isolated from urban public facilities. In addition, the slope of city boundary area near mountain is extraordinarily steep compare to other areas in Seoul. This means conceptual change in accessibility. Innovative idea on accessibility, which considers vertical height as well instead of simply calculating horizontal distance on plane, is required.

Combination of Programs
Jeongneung 4-dong is lack in cultural services due to its geographical condition. Programs that can vitalize this area and respond to future value for practical use of infrastructure is urgently required. We will connect communication between regions and transfer the place into 3 dimensional space where citizen can experience and participate through new interpretation which allows fusion of region community programs and infrastructure.

Change of Design Competition Method
This competition pushes forward a restricted competition which can provide chances to architects under age of 45 to overcome the limit of entering competition market and also a propose competition for their proposal of original and fresh ideas.
We are trying to discover outstanding domestic and international architects and draw innovative design plan through this process. Discovering the first representative case that can reinterpret function of urban infrastructure as a starter, we are planning to continuously hold competitions to provide new utilization method per urban infrastructure types.

ELIGIBILITY

In order to extend participation of rising architects, only architects under the age of 45 (who was born after Jan 1, 1971) can enter this design competition.
