The Ideas Competition will build on extensive stakeholder input from the task force and the community at large, and will be guided by the technical information contained in the India Basin Waterfront Study. Three to four qualified firms, selected through an RFQ process, managed by a professional design competition advisor, will be invited to submit design idea proposals guided by the study.
REQUEST FOR QUALIFICATIONS:
Interested parties are invited to submit qualifications to be considered for selection as a finalist in a design ideas competition. This is a unique opportunity to design a 21st century legacy park in a partly wild, post-industrial, 140-year old historic San Francisco Bay waterfront context, with an emphasis on public access, social equity, recreation, resiliency and habitat.
MINIMUM REQUIREMENTS
PARTICIPATING LANDSCAPE ARCHITECTURE FIRMS MUST:
1. Demonstrate expertise with:
• Coastal Waterfront and Wetlands
• Outdoor Recreation and Waterfront Access
• Contaminated Properties
• Historic Preservation
• Multijurisdictional Sites
2. Have worked on projects with a budget greater than $20 million
3. Be committed to a team that includes LBE / MBE / WBE*
4. Demonstrate capacity to complete the project
*Team composition can be defined post selection

1. COVER LETTER
Up to 2 pages expressing interest in the project and detailing how they meet the minimum requirements
2. FIRM PROFILE
Detailing the key personnel who make up the design team and demonstrate capacity to complete the project
3. PROJECT SHEETS
Description of up to 5 relevant projects completed or in progress,
1 sheet per project; including a summary, images, and description of the firm’s role
4. HOURLY RATES OR FEE SCHEDULE

PHASE II SUBMISSIONS:
Three finalists will be selected and given a $15,000 stipend to develop and submit conceptual design ideas, which will include:
A maximum of four boards
Participation in a public presentation and interview
More detailed information regarding the final submission will be provided prior to the beginning of Phase II.
All submissions will be made electronically.

The conceptual design ideas will be selected based on the following criteria as judged by a jury comprised of community members and professional experts:
