This competition is a 2 stage open international competition for engineers, urban designers, urban planners, architects and landscape architects. Entries may be submitted by multidisciplinary teams.
DESIGN OBJECTIVES.
Under the Master Plan of Public Transportation Infrastructure 2011-2015 (PMITP 2011-2015), the Metropolitan Board of Public Transport (DTPM) has decide to bid through aninternational public competition the urban and engineering design of the urban project “Nueva Alameda Providencia”.
The Alameda Providencia Axis is not only the main avenue of the city of Santiago de Chile, but also it is considered to be the “heart of the metropolis” and the republic´s most representative public space. Nowadays this corridor of 12 km. integrates civic, symbolic and economic functions represented by the highest concentration of retail, business and civic activities of the Metropolitan Region.
Based on the national relevance of this space, this competition seeks to select the best team and master plan ideas that integrate the demands quality of life, public spaces and transit mobility.
The Master Plan should consider improving the mobility of public transport along this metropolitan axis, taking in account heritage, land uses and social activities
SUBMISSION REQUIREMENTS
The registration and RFP´s are free and the official language of this Competition is SPANISH and the official bidding documents are the ones in SPANISH at the web site www.mercadopublico.cl Bidding Process N°1260-10-LP15.

Stage 1:
Regarding its proposed Master Plan, entrants shall submit within three anonymous boards, which should not indicate or imply its responsibility, in free form as follows:
- General Urban Plan (1: 5000), presenting a metropolitan vision of the urban development of the ” Axis Area Alameda–Providencia“, identifying the existing condition and proposals for urban intervention on the public spaces and transit system. This plan will be submitted to occupy the three sheets horizontally.
- Concepts and Strategies of Urban Design by sections or sectors through sections, texts, drawings, renders, 3D visualizations and diagrams that explain the urban analysis, urban design concepts and conceptual design proposals of representativepublic spaces of different sections and nodes. It is requested to include a table with estimates of surface (sqm) for pedestrian spaces, cycle paths, landscaping, driveways and bus vehicle, equipment or other facilities proposed.
Entrants are asked to submit hard copies of three boards also with no name or any identification of any kind. The three boards will be presented in a uniform size of 90 x 110 cm (35.43 “x 43.31”), without any edges or margins drawn, oriented horizontally. In all will be drawn parallel to the bottom edge, the indication North and the number of the board. The three boards should be delivered mounted on a resistant lightweight transport and folding rigid panel, especially for review at the reception of the proposal.
Presentation techniques and arrangements are absolutely open and left to the discretion of the project designer(s). However, textual descriptions should be expressed in Spanish Only and should be incorporated into the graphic presentation of the project as well as included in the Conceptual Design Report
The Conceptual Design Report should be submitted in 18 copies ringed letter size of 27.94 x 21.59 cm. (8.5 “x11”), where the overall rationale of the proposal include the conceptual basis of the Master Plan and the justification of the criteria and strategies adopted in respect of landscape, urban areas, mobility and transport, raised in the present Bidding. The report should include a table with estimates of surface (sqm) intended forpublic spaces and pedestrian sidewalks, bike paths, parks, roads and bus vehicle, equipment or additional facilities.
It should include a CD or DVD copies of the films submitted, report and project images in PDF format to a size and scale appropriate for publication on the web or for print.
Along with the above, entrants are also asked to submit a sealed envelope, with no name or any identification of any kind which must contain: Simple Affidavit (Annex 1), an identification of the responsible Architect (Annex 11), photocopy of the Certificate of Title of the responsible Engineer and the means of verification requested in item “Pre-selection of bidders Mechanism” of section 10 of the bidding.
Receiving records for the shortlist selection will take place at Bandera street #46, Santiago (Chile), with the presence Certifying Public Official that will be in charge of labeling all documentation.
Non-delivery of all documentation, it will involve being considered out of competition and therefore their presentation will not be considered.
Stage 2:
For the presentation of the offers, both bidders and participants in the screening process, by the mere fact submitted to the screening process means that have read and understood, accepted and are complying with the rules, specifications of the required service, the technical characteristics that directly or indirectly in this tender, with the general conditions of service requested and the accompanying background, with possible explanations and answers to inquiries and preset conditions, evaluation and contracting can not under any circumstances claim unknowns thereof or seek redress, compensation or consideration of any kind.
Bids must be valid for at least 120 calendar days from the closing date for receipt of tenders.
The opening of this tender will take place in two stages, with respect to administrative technical offers and another regarding the economic offers.
Opening acts of administrative deals – technical and economic will be made through the Portal www.mercadopublico.cl, as established in the “Stages and Deadlines” point ofcompetition rules.
Economic openness proceeds only with respect to those bidders who meet the evaluation of the technical proposal. For this, the jury will issue a Technical Evaluation Report identifying those bidders who have qualified in their technical proposal to proceed with economic liberalization, in that instance the assessment will be published in the Portal www.mercadopublico.cl.
Bids must be valid for at least 120 calendar days from the closing date for receipt of tenders.
As part of the administrative technical offers stage, the preselected teams must submit record to assess the experience of each bidder (10%), the quality of their team (40%), quality of their work proposal (20%) and their Master Plan adjusted, based on the Stage 1 jury´s observations (30%).
For the Master Plan adjustment, competitors should focus on:
- Public Space Design Criteria: It will be valued proposals with quality on the treatment of public spaces in relation to the identity of the sectors; the consideration of representative heritage elements, the existing public space, culture, history or social habits.
- Urban Planning Criteria: It will be valued proposals who better achieve the integration of existing urban conditions with a new vision of future urban improvement over existing neighborhoods, land use, construction, architectural and natural heritage, urban regulations will be assessed, etc.
- Mobility and Transport Criteria: It will be valued proposals who promote more effectively the operation of surface public transport and its integration with other forms of mobility, pedestrian use, livability and comfort of spaces for transit will be evaluated.
Preselected teams shall submit within four images-texts/boards of a uniform size of 90 x 110 cm (30 “x 40”) with no edges or margins drawn, oriented horizontally containing at least:
- General Master Plan (1: 5000) defining the vision for the metropolitan urban development of the area of Alameda–Providencia Axis, considering existing and proposed uses of public space system and transit system. This plan will be presented horizontally, may occupy part of serveral boards.
- Conceptual Design (image), Pajaritos-Alameda-Route 68 Node (interchange). Blueprints of aerial views, sections, renders, 3D visualizations, sketches and/or diagrams.
- Conceptual Design (image) of Alameda Axis. Aerial views, sections, renders, 3D visualizations, sketches and/or diagrams.
- Conceptual Design (image) of Providencia Axis. Aerial views, sections, renders, 3D visualizations, sketches and/or diagrams.
Report of the Draft Plan should also be submitted in 3 copies ringed letter of 25 x 20 cm size. (8.5 “x 11”), which shall include:
- The description of the changes.
- The way in which the master plan responses to the comments of the jury.
- An explanation of the urban design images and goals for each sectors and sections.
- The criteria adopted in architecture landscape, urban design and transport aspects.
- A copy of each board presenting in letter size.
- A comparative table, containing the existing area (sqm) of urban space regarding the items that make up the driveway, sidewalk, Alameda Park, etc, should also point out each bidder´s proposal of sqm for the urban space of the Conceptual Master Plan.
It should include a CD or DVD copies of the films submitted, report and project images in PDF format to a size and scale appropriate for publication on the web or for print.

Likewise Stage 1, presentation techniques and arrangements are absolutely open and left to the discretion of the project designer(s). Drawings will be drawn with the graphical technique that the contestant considers appropriate to the extent that such expression is easily readable and visually appealing. It is suggested to use of color.
In all boards with blueprints, north and the sheet number must be indicated. Also legends, titles and numbers, measures and surfaces as a whole must be clear, simple and easy to read.
