After its’ inception in 1972 and commission in 1977 – On April 26, 1986, a sudden surge of power during a reactor systems test destroyed Unit 4 of the nuclear power station at Chernobyl (near Pripyat), Ukraine, in the former Soviet Union. On June 5th when Mayor Bowser painted “Black Lives Matter” on 16th Street NW in front of the White House and as a temporary fence transformed into a makeshift billboard, it became abundantly clear that the appearance and design of public space can itself be an act of protest and speech. During the recent protest, people expressed their resentment and frustration by reclaiming space through art, text, removal of iconic statues and renaming of squares throughout the city, which brought an extraordinary transfiguration of space by symbolizing unity and hope. We seek to examine ways in which the physical environment of cities can participate and promote civic engagement, sharing in the life of the community and activism in our national capital – Washington, DC.

Winter Stations is a single-stage international design competition held annually in Toronto, Ontario, Canada. Participants are tasked with designing temporary winter art installations which incorporate existing lifeguard towers spaced strategically across the city’s Kew and Woodbine beaches. The structures (not in use in the wintertime) must not be ignored in the design and can be used as either an armature for the installations, a central feature, or other- wise linked to the installation.
